Alice used to live in a place with staircases exactly like these in the City Hall Library, Central. Vasco just wanted to take pictures, you don't get to see these structures anymore in Hong Kong. One proof is the construction outside City Hall. It was where the Queen's Pier was. On the construction board, the government put up fancy slogans, but Vasco still thinks the old pier was the best.
